2026 Policy Risks and Opportunities: Tax, Trade and Permitting Issues Facing the Solar Industry

This webinar seeks to inform audiences of the major policy items that are likely to impact the U.S. solar industry this year. We will dive into the Treasury Department’s implementation of the One Big Beautiful Bill’s tax credit provisions (Prohibited Foreign Entity and material assistance), possible permitting reform legislation and Trump Administration’s permitting actions along with likely trade actions, including the polysilicon 232 investigation and upcoming antidumping and countervailing duty determinations.

Neil Chatterjee, Chief Governmental Affairs Officer, Palmetto

Neil Chatterjee currently serves as the Chief Governmental Affairs Officer for Palmetto. Prior to this role, Chairman Chatterjee was nominated to the Federal Energy Regulatory Commission by President Donald J. Trump in May 2017 and confirmed by the U.S. Senate in August 2017. He served as Chairman from August 2017 to December 2017, and was again named Chairman on October 24, 2018 until October 2025. Prior to joining the Commission, he was energy policy advisor to U.S. Senate Majority Leader Mitch McConnell (R-KY).

Over the years Chairman Chatterjee played an integral role in the passage of major energy, highway, and agriculture legislation.

Prior to serving Leader McConnell, Chairman Chatterjee worked as a Principal in Government Relations for the National Rural Electric Cooperative Association and as an aide to House Republican Conference Chairwoman Deborah Pryce (R-OH). He began his career in Washington, D.C., with the House Committee on Ways and Means.


Avi Zevin, Partner, Roselle LLP

Avi Zevin advises businesses, NGOs, and state governments on a wide range of energy-related legal and policy matters, including federal and state electric regulation, energy tax, and federal financial assistance before federal and state agencies, Congress, and the courts.

Prior to forming Roselle, Avi served at the White House as Special Assistant to the President for Clean Energy Implementation, working to advance policies and programs—principally those enacted by the Inflation Reduction Act and Bipartisan Infrastructure Law—that facilitate the transition to a carbon-free, reliable, and cost-effective energy system. Avi was a day-one appointee at the United States Department of Energy, as the Principal Deputy General Counsel and Deputy General Counsel for Energy Policy, where he advised the Secretary and Deputy Secretary of Energy and the Department's senior leadership on legal and policy matters and helped lead all aspects of the Office of General Counsel.

Prior to his recent federal service, Avi worked with a major technology company to help the company develop its federal energy policy strategy to achieve 24/7 carbon-free energy procurement goals, and was a senior attorney and affiliated scholar at the Institute for Policy Integrity at New York University School of Law. Avi started his legal career as an attorney at the law firm Van Ness Feldman LLP.

Avi holds a J.D., magna cum laude, from New York University School of Law, an M.P.A. from the Harvard Kennedy School of Government, and a B.A., with high honors, from the University of California, Berkeley. He lives in Washington, DC with his wife and daughter and plays drums in the DC punk rock band Weird Babies.

Greta Peisch, Partner, Wiley Rein

Greta Peisch brings nearly 15 years of experience in international trade matters. Most recently, she served as General Counsel for the Office of the United States Trade Representative (USTR) where she was a primary legal advisor to the agency, including with respect to trade enforcement and trade agreement implementation and negotiations.

While at USTR, Greta led the USTR’s enforcement agenda, including World Trade Organization (WTO) and trade agreement dispute settlement and implementation of Sections 201 and 301 of the Trade Act of 1974.

Greta negotiated the settlement of significant trade disputes, including a years-long dispute with the European Union regarding large civil aircraft; disputes related to the U.S. imposition of tariffs on steel and aluminum and the EU’s retaliatory tariffs; and a dispute with Canada related to a U.S. solar safeguard measure. In addition, she led the implementation of the first-ever reviews and panel request under the novel Rapid Response Labor Mechanism of the U.S.-Mexico-Canada Agreement. She also oversaw negotiations related to Critical Minerals Agreements with Japan, the EU, and the United Kingdom and advised on legal issues in trade agreement negotiations and implementation, including with respect to the Indo-Pacific Economic Framework (IPEF) and the U.S.-Taiwan Initiative on 21st Century Trade.

Prior to her time at USTR, Greta was Senior International Trade Counsel for the U.S. Senate Committee on Finance. In this role, she developed policy positions and legislation concerning trade policy, including the renegotiation of the North American Free Trade Agreement (NAFTA) and the drafting, passage, and implementation of the Trade Facilitation and Trade Enforcement Act of 2015, the United States-Mexico-Canada Agreement Implementation Act, and the Miscellaneous Tariff Bill Act of 2018.

With additional experience involving digital trade, labor, and the environment, Greta is poised to help clients navigate all aspects of trade's legal landscape.

Robert Gardner, Vice President of Congressional and Regulatory Affairs, Solar Energy Manufacturers for America Coalition

Rob Gardner is the Vice President of Congressional and Regulatory Affairs at SEMA and is concurrently a Vice President at Mission Strategies. Rob has been working on tax and trade policy related to the solar industry for over 12 years. He has worked with and represented some of the world's largest manufacturers and works closely with Congress and federal agencies in formulating and advancing public policy.

Before joining Mission, Rob was a Vice President at Boundary Stone Partners, leading client engagement with major solar, battery and critical mineral manufacturers to achieve policy outcomes in implementation of the IRA and IIJA and major trade actions. Rob previously served as a Policy Advisor at Baker Donelson where he advised advanced battery, CPG manufacturers and climate tech companies during the formulation of the IRA, IIJA, and CHIPS Act.

Rob served on the legislative staff of Senate Majority Leader Chuck Schumer (D-NY) for seven years where he covered tax, trade, sanctions, and certain appropriations issues. During this time, he led negotiations and helped pass multiple bipartisan pieces of tax, sanctions and trade legislation.

Rob holds a Masters of Business Administration from the Tuck School of Business at Dartmouth and a Bachelor's Degree in Political Science from Denison University.
