Zack is a dedicated leader in cultural resources consulting with over 16 years of experience across the southern United States and Midwest. At HDR, he supervises complex cultural resources investigations in support of major infrastructure projects. He ensures projects successfully navigate the National Environmental Policy Act, National Historic Preservation Act (NHPA), Clean Water Act, and other applicable federal, state, and local regulations. Zack manages intensive archaeological and historic resources surveys, Tribal engagement and coordination, cemetery investigations, burial exhumations, evaluative testing, data recovery, alternative mitigation efforts, and historic preservation documentation. He authors and reviews technical reports for regulatory compliance across Texas and the southeastern United States and conducts quality control reviews of project data and deliverables. Zack is a Registered Professional Archaeologist and meets the requirements for the Secretary of the Interior’s Standards and Guidelines for Archaeology.
