Andy’s primary focus is advising governmental entities in all aspects of their legal affairs. He most often advises counties and municipalities regarding land use and zoning matters, with a focus on large-scale developments. He also advises governmental bodies on litigation, contracting and procurement, employment and collective bargaining, and sunshine laws.
He has counseled counties and municipalities on $1 billion+ energy projects, wind farms, solar farms, data centers, carbon capture projects, airports, and general land-use/zoning management. His representation merges the public-facing aspects of land use and zoning with negotiating agreements such as development agreements, decommissioning agreements, road-use agreements, and financial instruments. Beyond managing specific projects, he works with clients to establish an ordinance framework to successfully manage large-scale projects throughout their lifecycles. He also manages litigation for a broad spectrum of entities, including governmental and private clients.
In addition to his legal work, Andy chairs the firm’s governmental practice group and serves on the firm’s board of directors. He also provides pro-bono legal services to local non-profits and individuals in need.
