Jason Houck

Jason Houck

Jason Houck is a Policy Director at Form Energy. In this role, he helps lead Form Energy’s state policy, regulatory, and wholesale market advocacy across the U.S. to develop markets for multi-day energy storage – with a particular focus on energy storage policy advocacy in the Midwest, central U.S. states, and New York.

Jason founded Form Energy’s policy function, spearheading efforts that secured $40 million in grants to support the company’s early R&D and initial commercial demonstration projects. His work also helped define the multi-day energy storage resource class now used globally, and laid the groundwork for California and Massachusetts setting goals to procure more than 3 GW of multi-day energy storage.

Prior to joining Form Energy, Jason worked for the California Public Utilities Commission, where as a commissioner’s energy advisor he helped establish and oversee the CPUC’s integrated resource planning process. Also at the CPUC, Jason led the agency’s efforts to implement California’s Cap-and-Invest program, covering energy resource procurement, R&D funding, and competitive transmission projects.

Before the CPUC, Jason worked for the City of San Francisco to create programs encouraging residential and commercial solar energy adoption, and he led staff efforts at the Delaware Legislature to establish the state’s Sustainable Energy Utility (now Energize Delaware).

Jason holds a master’s in energy and environmental policy from the University of Delaware and a bachelor’s in civil engineering with concentrations in architecture and visual art from Princeton University.
