Raina Tillman Hornaday is a veteran renewable energy developer with over 20 years of experience advancing the energy transition across Texas, bringing more than 1 GW of renewable energy projects into commercial operation. As the founder and co-owner of Caprock Renewables and Fortress Microgrid, Raina leads the development of distributed generation, utility-scale solar and wind, and microgrid infrastructure.Â
Raina’s work centers on building resilient community-rooted energy systems, combining technical acumen with deep market insight and a hands-on, boots-on-the-ground approach to client service. She drives Caprock’s full development portfolio, with a focus on strategic partnerships, energy policy, and project execution.
A champion for land stewardship and rural prosperity, Raina is also advancing agrivoltaic projects that co-locate solar energy production with agricultural uses, an emerging practice that reflects her commitment to sustainable land use and her deep ties to Texas ranching communities.
Raina previously served as general manager and co-owner of Cielo Wind Power, Texas’s largest independent wind developer, where she played a pivotal role in bringing over 1,000 MW of wind projects online, including the Caprock Wind Project in eastern New Mexico. She later led the development of 630 MW of utility-scale solar across the ERCOT market.
A fifth-generation rancher and trusted voice on clean energy policy and innovation, Raina serves on the boards of CleanTX, Powerhouse Texas, and the Texas Solar Energy Society. She also contributes to national and state-level advisory groups, including the CleanTech Leaders Roundtable’s Programming Committee and SolSmart’s Technical Advisory Committee. She is a member of the Industrial Advisory Board for the Electrical Engineering Program, Ingram School of Engineering at Texas State University.
