Stacy J. Ettinger is the Senior Vice President of Supply Chain and Trade at the Solar Energy Industries Association (SEIA). SEIA is the U.S. national trade association for the solar and energy storage industries, with over 1,200 member companies including manufacturers, project developers, construction companies, installers, recyclers, financiers, and non-profits. Stacy oversees SEIA’s legal and policy work on manufacturing, supply chain, and trade issues. She has over 25 years of experience advising U.S. and foreign businesses on policy, regulatory, and legal issues related to manufacturing, industrial policy, trade, and investment.
Prior to joining SEIA, she was a partner at the global law firm K&L Gates, leading the firm’s trade policy practice. Stacy also previously served as a senior legal and policy advisor to United States Senator Chuck Schumer for trade and regulatory matters. Prior to her work in the U.S. Senate, Stacy served as a trade negotiator, legal and policy advisor, and litigator at the U.S. Department of Commerce. During her time at Commerce she represented the United States in bilateral and multilateral trade negotiations, investigated and litigated unfair trade practices (dumping, subsidies), defended the United States in more than 30 appearances in WTO dispute settlement proceedings, and managed complex federal rulemaking projects.
