Jess Blue

Jess Blue is the Community Solar Sector Strategist for the Illinois Shines Program, which is administered by Energy Solutions and overseen by the Illinois Power Agency. Over the last three and half years, she has been responsible for providing Program guidance, developing resources, and capturing key market insights and feedback. Jess works closely with companies and organizations that submit projects to Illinois Shines’ Traditional Community Solar and Community-Driven Community Solar categories. Illinois Shines, legislatively known as the Adjustable Block Program, supports the development of on-site solar (distributed generation) as well as community solar projects in Illinois through REC payment incentives.
