With more than three decades of experience as an attorney and policy advocate, he helps clients navigate the complex and fast-changing policy and regulatory landscape in Texas.
He brings deep expertise in market design, transmission regulation, tax and economic development policy, and the legislative and regulatory process—crafting strategies that connect policy detail with political reality. Shannon’s work is grounded in legal rigor and a practical understanding of what drives energy development on the ground.
He holds a J.D. from The University of Texas School of Law and a B.A. in philosophy from Haverford College.
