Jessie is the Director of Regulatory and Policy at Energy Dome, where she develops policy and regulatory frameworks to create market signals for the adoption of utility-scale long-duration energy storage. Jessie brings multiple years of regulatory experience integrating new utility business models and regulatory paradigms to advance a safe, affordable, reliable, and just energy transition. She was previously a Commission Advisor at the Colorado Public Utilities Commission, where she was responsible for integrating electrification assumptions into gas utility planning and creating regulatory frameworks to consider equity in utility program, procurement, and planning decisions. Prior to that, she worked on the Rocky Mountain Institute’s Carbon-Free Electricity team and focused on aligning utility regulation, planning, and business models with state and national energy policy objectives. She holds a master’s degree in Energy Regulation and Law from Vermont Law School.
