Apex Clean Energy has announced a power purchase agreement (PPA) with Meta for the 144-megawatt (MW) Starling Solar project in Gonzales County, Texas, marking the seventh transaction between the two companies.
Under the agreement, Meta will receive exclusive rights to all environmental attributes associated with the project’s energy output, including renewable energy credits.
The Starling Solar project will add new generation capacity to the ERCOT grid and is expected to begin commercial operations in 2027.
The combined Apex-Meta portfolio now spans Texas, Virginia, Illinois, Kansas, and Iowa and totals approximately 1,200 MW across seven transactions.
“The best clean energy projects are the ones the surrounding community feels the benefit of directly—in school funding, in landowner payments, in local hiring,” said Amanda Yang, head of clean and renewable energy at Meta, in a statement. “Starling brings all of that to Gonzales County, along with new solar generation for a Texas grid.”
The project is expected to generate approximately $27 million in tax revenue over its lifetime, with $15.6 million directed to local schools, along with more than $26.3 million in landowner payments and 400 to 450 construction jobs.
Apex has also committed nearly $400,000 in grant funding for local organizations and conservation initiatives.
